KNCV Tuberculosis Foundation is an international non-profit organization dedicated to the fight against tuberculosis (TB), still the second most deadly infectious disease in the world.

KNCV is an international center of expertise for TB control that promotes effective, efficient, innovative and sustainable tuberculosis control strategies in a national and international context. We are an organization of passionate TB professionals, including doctors, researchers, training experts, nurses and epidemiologists. We aim to stop the spread of the worldwide epidemic of TB and to prevent the further spread of drug-resistant TB.

Over the past century we have built up a wealth of knowledge and expertise, initially by successfully controlling TB in the Netherlands. Since the 1970s, we have also shared our knowledge and expertise with the rest of the world. We operate from a central office in The Hague in the Netherlands, a regional office in Central Asia and country offices worldwide. KNCV raises funds from private, institutional, corporate, and government donors.

Challenge TB

KNCV is the lead partner in Challenge TB (CTB), the new USAID-funded 5-year global program to decrease TB mortality and morbidity in high burdened countries. We lead an international consortium with eight partner organizations: American Thoracic Society (ATS), Family Health International (FHI 360), Interactive Research & Development (IRD), Japanese Anti Tuberculosis Foundation (JATA), Management Sciences for Health (MSH), Program for Appropriate Technology in Health (PATH), The International Union Against Tuberculosis and Lung Disease (The Union), and the World Health Organization.

The overarching strategic objectives of CTB are to improve access to quality patient centered care for TB, TB/HIV, and MDR-TB services; to prevent transmission and disease progression; and to strengthen TB platforms. The Project Management Unit (PMU) manages the project.

Purpose of the position

The CTB Senior Monitoring & Evaluation (M&E) Officer shall have primary responsibility for establishing and maintaining systems to measure, compile, analyze and report project data at all levels and across levels; being the liaise person on M&E between USAID and the project; providing regular project reports to USAID and for developing special reports as needed; producing analysis of program data and identifying methods to use results for program improvement; and building host country capacity to gather and analyze data for program improvement.

Position in the organization

The Senior M&E Officer is a key staff member of the PMU at KNCV in The Hague and is answerable to the CTB Deputy Director. The M&E Officer leads the Challenge TB project M&E team (M&E Officer, Performance Monitoring Officer and Knowledge Exchange Officer).

The result areas for the Senior M&E Officer are, but not bound to:

· Maximizing M&E system performance:

  • Review, map and analyze core, regional and country work plans, budgets and reports from a perspective of M&E;
  • Support CTB country M&E officers and engage them in assisting NTPs and country level partners in the field of M&E including surveillance, analysis, use and presenting data;
  • Help the CTB Quality and Innovation Officer to ensure high-quality M&E related technical assistance is provided at the country level, while ensuring there is no duplication of efforts among the partners;
  • Develop and execute a data quality assurance system for the project at all levels;
  • Conduct and oversee baseline/end line data collection activities/studies;
  • Liaise with technical partners (i.e. TBTEAM, the Stop TB Partnership, Global Fund and other USAID-funded projects) on global M&E issues and initiatives.

· Implementing M&E-related activities/initiatives to improve program performance

  • Support and coordinate the coalition partners in M&E related work through country field visits and virtual assistance;
  • Work closely with staff at the country level to help improve M&E and surveillance systems, including the implementation of surveys/research/evaluation to inform system improvements.

· Communications and knowledge exchange:

  • Establish close communication lines with the M&E Advisor at USAID;
  • Put CTB on the global screen through dissemination of project results at various global, regional and country level platforms;
  • Support the collection, development and dissemination of best practices and lessons learned of M&E related work in countries.

Who are we looking for?

Education:

  • At least a Masters’ degree in health program evaluation or a related field from an accredited college or university.

Knowledge and experience:

  • At least seven (7) years of experience in each of the following areas related to the priority countries* outlined in the Challenge TB project:
  • Design and implement M&E systems for TB, MDR/TB, HIV/AIDS and/or other complex health programs;
  • Evaluate quantitative and qualitative health data sets;
  • Manage complex data collection teams/staff;
  • Manage the utilization of the data for project and other reporting.

Behavioral competencies and skills:

  • Leadership and decision making;
  • Networking, diplomacy and coordination;
  • Excellent oral and written English skills, other language skills are an advantage (e.g. French, Russian, Portuguese);
  • Ability to work-proactively and work well in a team;
  • Ability to develop and maintain efficient working relationships among project staff, subcontractors, consultants and recipients of assistance;
  • Ability to perform tasks independently within a set policy framework of responsibilities and assignments;
  • Ability to travel frequently abroad for a number of weeks or a number of days.
