KNCV Tuberculosis Foundation is an international non-profit organization dedicated to the fight against tuberculosis (TB), the deadliest infectious disease in the world. KNCV is an international center of expertise for TB control that promotes effective, efficient, innovative and sustainable tuberculosis control strategies in a national and international context. Challenge TB
KNCV is the lead partner in Challenge TB (CTB), the USAID-funded 5-year global program to decrease TB mortality and morbidity in high-burdened countries. We lead an international consortium with eight partner organizations: American Thoracic Society (ATS), FHI 360, Interactive Research & Development (IRD), Japan Anti-Tuberculosis Foundation (JATA), Management Sciences for Health (MSH), PATH, The International Union Against Tuberculosis and Lung Disease (The Union), and the World Health Organization (WHO).

The overarching strategic objectives of Challenge TB are to improve access to quality patient-centered care for TB, TB/HIV, and MDR-TB services; to prevent transmission and disease progression; and to strengthen TB platforms.

Purpose of the position

The Challenge TB Senior M&E Officer has the primary responsibility for establishing and maintaining systems to measure, compile, analyze and report project data at all levels and across levels, providing regular project reports to USAID and for developing special reports as needed, producing analysis of program data and identifying methods to use results for program improvement, and independently building host-country capacity to gather and analyze data for program improvement. Solid knowledge of and experience in the TB field combined with M&E experience is of the utmost importance.

Position in the organization

The Senior Monitoring and Evaluation (M&E) Officer is a member of Challenge TB Project Management Unit at KNCV in The Hague and is answerable to the Deputy Project Director. The Senior M&E Officer leads the Challenge TB M&E team (two M&E Officers and Knowledge Exchange Officer).

As the Senior Monitoring & Evaluation Officer you:

• Manage optimum M&E system performance;
• Support global data analysis and reporting;
• Review, map and analyze core, regional and country work plans, budgets and reports from a perspective of M&E;
• Direct Challenge TB country M&E officers and engage them in assisting NTPs and country level partners in the field of M&E including surveillance, analysis, use and presenting data;
• Manage and ensures the M&E quality related technical assistance is provided at country level, while ensuring there is no duplication of efforts among the partners;
• Develop and implements a data quality assurance system for the project at all levels;
• Conduct and oversee baseline/end line data collection activities/studies;
• Liaise with technical partners (i.e. TBTEAM, the Stop TB Partnership, Global Fund and other USAID-funded projects) on global M&E issues and initiatives;
• Support assigned projects throughout the work plan development and reporting cycles;
• Review work plans, MOTs, quarterly reports, annual reports, EMMPs, success stories, etc; (M&E team member assigned to each project). Troubleshoot project-specific M&E issues; Monitor project milestones and collect deliverables for assigned projects;
• Work on evaluation studies or projects in line with the evaluation agenda;
• Ensure high-quality M&E related TA is provided, while ensuring there is no duplication of efforts among the partners;
• Build capacity of internal/CTB M&E staff, as well as external/NTP/national M&E systems; provide remote and in-country TA to project teams and governments on M&E;
• Develop and implement a CTB evaluation agenda;
• Conduct and oversee baseline/end line data collection activities/studies;
• Develop and execute a data quality assurance system for the project at all levels;
• Develop and execute a system for monitoring the Operations Research studies;
• Support the collection, development and dissemination of best practices and lessons learned of M&E related work in countries;
• Put Challenge TB on the global map by disseminating program results at various global, regional and country-level platforms.

Who are we looking for?

Education

At least Master’s degree in health program evaluation or a related field from an accredited college or university.

Knowledge/Experience:

• More than 7 years of experience in implementing a monitoring and evaluation system;
• Knowledge of planning and monitoring processes;
• Managing and experience in managing a team;
• Experience in each of the following areas:
• Design and implement M&E systems for TB, MDR/TB, HIV/AIDS and/or other complex health programs;
• Evaluate quantitative and qualitative health data sets;
• Support data collection teams/staff;
• Manage the utilization of the data for project and other reporting.
• Knowledge and experience with medical biostatics and statistical software is an advantage.

• Ability to work-proactively and work well in a team;
• Ability to develop and maintain efficient working relationships among project staff, subcontractors, consultants and recipients of assistance;

• Ability to frequently travel abroad for up to 30%.
