KNCV Tuberculosis Foundation is an international non-profit organization dedicated to the fight against tuberculosis (TB), still the second most deadly infectious disease in the world.
KNCV is an international center of expertise for TB control that promotes effective, efficient, innovative and sustainable tuberculosis control strategies in a national and international context. We are an organization of passionate TB professionals, including doctors, researchers, training experts, nurses and epidemiologists. We aim to stop the spread of the worldwide epidemic of TB and to prevent the further spread of drug-resistant TB.
Over the past century we have built up a wealth of knowledge and expertise, initially by successfully controlling TB in the Netherlands. Since the 1970s, we have also shared our knowledge and expertise with the rest of the world. We operate from a central office in The Hague in the Netherlands, a regional office in Central Asia and country offices worldwide. KNCV raises funds from private, institutional, corporate, and government donors.
Challenge TB
KNCV is the lead partner in Challenge TB (CTB), the new USAID-funded 5-year global program to decrease TB mortality and morbidity in high burdened countries. We lead an international consortium with eight partner organizations: American Thoracic Society (ATS), Family Health International (FHI 360), Interactive Research & Development (IRD),Japanese Anti Tuberculosis Foundation (JATA), Management Sciences for Health (MSH), Program for Appropriate Technology in Health (PATH)**,**The International Union Against Tuberculosis and Lung Disease (The Union), and the World Health Organization. The overarching strategic objectives of Challenge TB are to improve access to quality patient centred care for TB, TB/HIV, and MDR-TB services; to prevent transmission and disease progression; and to strengthen TB platforms.
The KNCV office in Addis Ababa is responsible for the overall implementation of the USAID funded Challenge TB project (CTB) (with an annual budget close to US$ 4 mill, to be significantly expanded in 2016). As lead partner, KNCV implements the project together with MSH and WHO and operates in close communication with the National TB program (NTP), the USAID Mission and other stakeholders.
The project focuses specifically on four major areas: 1) technical support (TA) to the national level of the National TB Program (NTP); 2) TA to two Regions; 3) TA to three urban areas, and 4) tailored support to key populations. In 2016 the CTB Project will be expanded to three other regions, with significant collaboration of MSH. It is expected that at the main office in Addis Ababa, a mix of KNCV and MSH senior technical staff will provide both national TA and policy support and regional/zonal TA.
Purpose of the position
The Deputy Director Operations (DDO) leads the operations division. He is responsible for managing the CTB Ethiopia office staff in delivering efficient and effective project implementation, overseeing day-to-day project operations, logistics, procurement, donor and partner relationship management as well as performance monitoring, analysis and reporting. The Deputy Director Operations supervises the operations unit and reports hierarchically to the Country Director (CD).
An important task for the coming period is to manage the transitions that are required to prepare for and to implement the expansion of the CTB project. Under the overall guidance and supervision of the CD, and with the support of HQ, the DDO the will manage the transition, supported by a task force consisting of staff from KNCV and MSH. This task force is responsible for establishing a CTB office, appointment of staff, managing the work plan development and any other change required to enter the expanded CTB project after April 2016.
Organizational position
The DDO leads the Operations Division 14 fte and reports directly to the CD.
Requirements
Education
- Master’s Degree preferably on Project Management or equivalent.
Qualifications
- 10 years of experience and skills in a similar position and in managing restructuring organizations;
- Experience working in international context;
- In depth knowledge of project management cycles;
- Experience in managing a team;
- Advanced knowledge with relevant software (Word, Excel, Outlook and PP);
- Excellent verbal and written communication skills in English;
- Knowledge and experience working with donors; USAID is an asset;
- At least 5 years working experience in Africa, preferably in Ethiopia.
